Titlen Viscount Downe blev først skabt den 19. juli 1675 for William Ducie, 3. Baronet Ducie (ca. 1612–1679). I 1679, efter sidstnævntes død, blev titlen afbrudt.
Titlen Viscount Downe blev genskabt den 19. februar 1680 for John Downey (1625-1695). Tidligere repræsenterede han Yorkshire (1660-1661) og Pontefract (1661-1690) i Underhuset i England . Hans søn, Henry Downey, 2. Viscount Downey (1664-1741), repræsenterede også Pontefract (1690-1695) og Yorkshire (1698-1701, 1707-1727) i Underhuset. Hans barnebarn, Henry Downey, 3. Viscount Downey (1727-1760), sad i Underhuset for Yorkshire (1750-1760), men døde af sår modtaget i slaget ved Campin i 1760 . Han blev efterfulgt af sin yngre bror, John Downey, 4. Viscount Downey (1728-1780), som repræsenterede Cirencester (1754-1768) og Malton (1768-1774) i Underhuset.
Hans søn, John Downey, 5. Viscount Downey (1764-1832), sad i Underhuset for Petersfield (1787-1790) og Wootton Bassett (1790-1796). I 1797 blev titlen Baron Downey , af Cowick, i County of Yorkshire ( Peerage of Great Britain ) skabt til ham. I 1832, ved sidstnævntes død, bortfaldt titlen som Baron Downey, og titlen som viscount blev arvet af hans yngre bror, William Downey, 6. Viscount Downey . Hans søn, William Downey, 7. Viscount Downe , var medlem af parlamentet for Rutland (1841-1846). Hans søn, Hugh Richard Downey, 8. Viscount Downey, var generalmajor i den britiske hær, der kæmpede i Anglo-Zulu-krigen i 1879 og i den anden boerkrig .
